UNSC Report Reveals TRF’s Role in Pahalgam Attack
The recent United Nations Security Council report has officially named The Resistance Front (TRF) for the terror attack that took place in Jammu and Kashmir’s Pahalgam on April 22.
TRF’s Inclusion in UN Document
TRF, a proxy group linked to the Pakistan-based Lashkar-e-Taiba (LeT) terror outfit, was identified by the report as the responsible entity behind the attack that claimed the lives of 26 individuals.
Despite strong opposition from Pakistan, the UNSC report explicitly mentioned TRF’s admission of carrying out the attack. This marks the first instance of TRF being officially acknowledged in a United Nations document.
Operational Details and Reactions
According to the Monitoring Team report, the attack in Pahalgam was executed by five terrorists on April 22. TRF initially claimed responsibility for the incident, even sharing photographic evidence of the site.
Although TRF later retracted its claim on April 26, the report highlighted assertions from member states attributing the attack to Lashkar-e-Taiba. While some nations equated TRF with LeT, others disputed this connection.
In response to the attack, India launched Operation Sindoor to target terrorist infrastructure in Pakistan and Pakistan-occupied Kashmir (PoK).
Implications and Diplomatic Standoff
The TRF’s mention in the UN report comes amidst Pakistan’s efforts to influence language in official UNSC documents. Pakistan had previously celebrated the retraction of TRF’s involvement, which now appears contradicted by the Monitoring Team’s findings.
Indian sources noted that TRF’s inclusion marks a significant diplomatic victory, emphasizing that UN reports carry more weight than mere press releases due to the consensus required for adoption.
Designations and Diplomatic Exchange
Following the Pahalgam incident, the United States labeled TRF as a Foreign Terrorist Organisation (FTO) and designated it under the Specially Designated Global Terrorists list for its links to Lashkar-e-Taiba.
External Affairs Minister S Jaishankar highlighted Pakistan’s changing stance on TRF, pointing to the US government’s recent designation of the group as a global terror entity.
Jaishankar also referenced the successful extradition of Tahawwur Rana, a US national linked to the 2008 Mumbai terror attacks, emphasizing the role of diplomacy in such outcomes.
Regional Threat Landscape
The UN report underscored the continued threat posed by ISIL-Khorasan (ISIL-K) in Central and South Asia, with a focus on Afghanistan. Tehrik-i-Taliban Pakistan (TTP) was highlighted for receiving support from Afghan authorities and maintaining operational connections with ISIL-K.
The report further detailed ISIL-K’s recruitment of minors and conduct of suicide training programs for adolescents, outlining the grave security challenges faced in the region.
As the global community grapples with evolving terror dynamics, the UNSC’s identification of TRF stands as a crucial step in addressing cross-border terrorism and ensuring accountability.
